- According to the artist (paraphrased): In planning the two mosaic murals in the exterior of the building, the use of bold simple shapes and large areas of solid color seemed to be the answer, for a design that could be seen from a distance, yet have enough detail to be interesting up close. The theme of these panels done in a symbolic and decorative way, refers to the nature of the building's use - an extension of the offices of the executive branch of the federal government. The right hand panel makes reference to the peoples of the world and the departments of government. The five tall figures are symbolic of the races (color) of man - yellow, black, brown, white and red. The squares are suggestions of ancient cultures. The world map - a two dimensional globe - in light and shadow - day and night. The five arched panels in the upper left of the mural refer to departments of this branch of the government: State; Treasury; Attorney General; Defense; and Post Office. It was his intention that these two murals be more lighthearted and happy than too profound and serious
